Wally Swan will be presenting a paper at the American Society for Public Administration national conference in Chicago, Illinois. The paper on “Ethics and L.G.B.T. Issues” will be presented as part of a panel entitled “Social Equity and L.G.B.T. Rights in the 21st Century” on Monday, March 9th. The author has taken the United Nations’ Human Development Index and correlated it with a special run (sexual orientation and gender orientation/identity) of the U.S. State Department’s “Country Reports on Human Rights Practices” to yield some fascinating insights about which countries are both quality places to live while at the same time having an excellent set of L.G.B.T. rights.
