I argued at the National Academy of Public Administration Social Equity conference that the US Supreme Court would rule DOMA unconstitutional and allow only California to have same sex marriage. The result is that same sex couples in 38 states will have no federal rights to marital benefits…about 300, 000 plus couples…and that this is separate but unequal treatment, much like Plessy v. Ferguson where it took African American s 100 years to have equal rights…
