Lyle Rossman Memorial Senior Scholarship Fund

Lyle Rossman

You are invited to an event on Sunday, October 7, 2018:
Sunday, October 7, 2018, 5-7 p.m.
15 South 1 st Street, Garden Room
Minneapolis MN. 55401

Please note that there were 59 LGBTQ applicants for the Lyle Rossman Memorial Senior
Scholarship Award last year. As far as we have determined, this is the only Senior
scholarship in the U.S. for LGBTQ people; which has made a strong point of ensuring multi-
cultural diversity in its awards. Lyle is pictured (above).
Our speaker will be Dr. Wallace Swan. He is one of the initial
implementers of the Youth Scholarship program (now administered by PFund) which has
resulted in granting over $700,000 in scholarships for LGBTQ youth; and he has worked for
a number of years on implementing this Lyle Rossman Memorial Senior Scholarship
program…He has also served as a past member and officer of the Minneapolis Board of
Estimate and Taxation; and is Chair of the American Society for Public Administration LGBT
Advocacy Action Alliance Section.
In addition, we will have a free light dinner with refreshments for all who attend. If you plan
to attend, please send an email to swanx009@umn.edu so that we have adequate food and
refreshments on hand; or just drop in at the last minute, because we always have plenty of
food …

If you are unable to attend, you can still give a tax deductible donation by making out a check to PFund– Rossman Memorial Scholarship and sending it to
PFund, 2801 21 st Avenue South, Suite 132B, Minneapolis, MN. 55407

This can be a single gift, or you can set up a monthly gift for the scholarship.

Social Equity and L.G.B.T. Rights in the 21st Century

Wally Swan will be presenting a paper at the American Society for Public Administration national conference  in Chicago, Illinois. The paper on “Ethics and L.G.B.T. Issues” will be presented as part of a panel entitled “Social Equity and L.G.B.T. Rights in the 21st Century” on Monday, March 9th. The author has taken the United Nations’ Human Development Index and correlated it with a special run (sexual orientation and gender orientation/identity) of the U.S. State Department’s “Country Reports on Human Rights Practices” to yield some fascinating insights about which countries are both quality places to live while at the same time having an excellent set of L.G.B.T. rights.
